Route project notifications to Slack or webhooks

Send blob export and evaluator deactivation alerts to Slack or a webhook.

Langfuse can now send failure notifications to Slack or a webhook, in addition to admin emails:

• A scheduled blob storage export fails.
• Langfuse deactivates an evaluator after an unrecoverable error, such as a deleted model or LLM connection.

Open Project Settings → Notifications to add one project notification channel.
